This can be achieved with extant authentication, i.e. only registered users that sign in to the hubzilla server.
It is a return to the concept of consensual communications as espoused by Mr Macgirvin and others. Some still continue to reject such a simple concept.
However, we have some people that believe they should have the freedom to give people unsolicited content.

The hypothesis: hubzilla design allows only consensual communication. Users are only able to see content from a source that the user only has chosen to accept.
Hubzilla does not have approved age assurance methods, files scanning for CSAM, or the ability to report posts by users, (and perhaps other things required under the law), and is, therefore, not compliant for a U.K. audience unless you run your own server as mentioned in #1 above.
