is the hz emoji react function supposed to work over OWA as well?

It should be possible to make it work but that is not implemented atm. It will not federate though. Just like likes and comments posted via owa won't...

Oh, is that why posts are missing on forum posts when viewed remotely? Or does this only apply to non-forum posts?

It will not federate via Activitypub though. Just like likes and comments posted via owa won't...
