Bug202501050938 Unable to remove module 'public stream' spam invitation, nor module 'hq'

After sign-in, there is the ability to remove module 'hq' (although annoyingly if a new web browser tab/window is opened and the url 'hubzillaserverdomain' is entered, the module 'hq' is visible).
Before selection of the module 'stream' (hubzillaserver.domain/network') there is this text which invites the user to install module 'public stream' (hubzillaserver.domain/pubstream).
For a hubzilla server administrator, which software module may be changed so that the option is either a blank screen, or the module 'stream'?
